Basic terms and concepts

1. Business training - short-term training seminars of up to 24 academic hours oriented on development of professional skills of the staff for the successful execution of business tasks, improvement of working efficiency, commercial activities, management cooperation.

2. Field courses - ability of teacher's going out to the office or other places according to the customer choice, to provide training in various disciplines.

3. Incoming testing - testing conducted before the start of the course, in order to determine the initial level of student’s knowledge. Results of incoming test will be used for subsequent analysis.

4. Unified schedule of seminars - calendar of planned seminars in all disciplines for the current year.

5. Final testing - testing conducted on the results of the study course. Serves as a tool for assessing the quality of training, the results are recorded and considered as the results of training, on the basis of which a graduation documents are issued.

6. Corporate training - business training (seminar) oriented on development of professional skills of participants who are employees of the same organization (group of companies).

7. Username - the unique identifier of student which is used during final testing in online mode, for student identification.

8. Educational program - a document that is a part of the Training Complex, agreed with the competent authority in the prescribed manner in which the fixed and arguments presented goals and tasks of the course, the relevance of the seminar, the structure and content of the seminar, a form of training, self-study forms of listeners, the order of knowledge control, thematic plan, literature.

9. Systematic literature - publication containing practical examples and exercises for self-study and in-classroom study

10. Short-term intensive seminars - short-term training seminars on separate disciplines, oriented on in-depth assimilation of theoretical and practical knowledge.

11. Advanced training - training seminars in separated disciplines of professional activity up to two weeks in the Republic of Kazakhstan, abroad to one year.

12. Password-secret word or set of characters, used to confirm the identity of the user.

13. Handout materials - materials that are issued to the listener on the first day of the seminar. The list of materials is determined by the supervising department according to the estimates of the seminar and includes a tutorial, a practical guide, pen, notebook, folder, and other materials needed for the effective assimilation of knowledge.

14. Certificate - a document confirming the passage of the seminar on a specific discipline and submission of final testing.

15. Listener - a person wishing to gain knowledge in the order established by the agreement settled at the center for training.

16. Teaching method complex (hereinafter - CMO) - a set of educational and methodical publications oriented on ensuring the development of educational content for learners academic subject (discipline). The structure of CMO on the classical form of training includes: educational program, training materials, a practical guide (if provided), slides, teaching methods (for teachers), the examination module.

17. Study Guide - edition containing educational information to supplement and / or partially replaces textbook in which the program material is presented selectively in the author's interpretation, but it reflects the content of the educational program;

18. Examination module - depending on a learning discipline, is: 1) The tasks for the certification exam subjects 2) test questions for final testing 3) the problem and test questions for final testing.

19. E-learning Center - an information system designed to automate learning process of the Center.

1. General regulations

1.1. These rules have been developed in accordance with the laws of the Republic of Kazakhstan (hereinafter - RK), the Charter of JSC "Center for training, retraining and advanced training of specialists of the financial system" (hereinafter - the Center), regulations on structural units of the Center, and identify the organization and conduct advanced courses qualifications and training seminars at the Centre (hereinafter - the seminars).

1.2. The aim of the seminars are to:

- Providing quality educational services for the efficient functioning of the financial system;

- Filling the labor market with high level specialists with professional qualifications;

- Meeting the needs of employees in raising the professional level.

1.3. The basic principles of advanced training participants are:

- Systematic - prospect - focus on development specialist as a person; - individualization and differentiation of the educational process;

-A combination of national and sectorial, collective and individual forms of learning;

- Accessibility.

1.4. Seminars are held in a classical form of training in the afternoon and evening time, as well as in the form of distance learning.

1.5. The center can be conducted the corporate and outgoing seminars according to individual customer requirements, both in Kazakhstan and abroad.

1.6. The structural units before the start of the seminar are held a short presentation of the Centre and shall be communicated to the audience about these regulations and the organization of training courses and training seminars.

1.7. A seminar for a group is based on profitability, as well as in the fulfillment of the contractual obligations.

1.8. The cost of seminars per participant set by supervising Department in accordance with approved methods of pricing for educational services. Payment for tutor services is determined by internal regulations of the Center.

1.9. Draft agreements with customers are in the process agreed and signed in accordance with the Regulation of the Centre.

1.10. The originals are kept in the Office of providing activities (hereinafter - OPA), copies are transferred to the appropriate divisions for performance.

1.11. In the case of changing the dates of the seminar, the curators (tutors) notify participants at least 3 calendar days before the beginning of seminar by e-mail, fax or telephone.

1.12. In case of participant’s disagreement with time change of the seminar, they have the right to refuse to participate in the seminar and terminate the contract. The center is obliged to return the amount paid for the seminar.

1.13. In the absence / unavailability of teacher immediate actions will be taken on his/her replacement.

1.14. In case of delay or cancellation of classes curator shall promptly report that to the participants, as well as post the ads on bulletin boards.

1.15. Teachers have the access to the electronic library of the Centre.

In the case of student’s failure in learning tasks (Self-study) in full volume, student may not be allowed to take the exam on the relevant discipline.

2. The organization and conduct training seminars on subjects of certification and additional seminars in the field of accounting

2.1. Organizing and conducting training in the disciplines of certification and additional seminars in the field of accounting by the Department of training accountants real sector (hereinafter - DTARS) in accordance with the development plan of the Centre.

2.2. Seminars are held as the formation of groups based on the schedule for the current quarter and at the request of customers. Adjustable schedule for the quarter is coordinated with the concerned departments of the Centre.

2.3. Notifications of listeners about the exact location and time of the DTARS seminars should take place no later than two working days before the start of the training seminars.

2.4. On the first day of classes: - students answering questionnaire in accordance with Annex 1 to this Regulation for the formation of the personal file of each student in the database of automated information system "Certificate" and the Electronic Center - each student is provided a handout.

2.5. During the seminars conducted daily monitoring of attendance of students.

2.6. Upon completion of all phases of training students taking final test on knowledge in the form of trial examination of the relevant discipline certification.

2.7. According to the results of trial test exam teachers involved for this seminars, work on analysis of student’s typical errors.

2.8. On the last day of training DTARS conducts surveys of listeners in accordance with Annex 2 to this Regulation to determine the quality level of the seminar.

2.9. According to the results of the analysis of questionnaires being taken to address the comments received from the participants and the development of proposals for the improvement of procedures for the seminars.

2.10. Upon completion of training each student issued a certificate (under his own signature).

3. The procedure for organizing and conducting training courses for government officials

3.1. Organizing and conducting seminar for government officials by the Department of Cooperation with the Ministry of Finance and other government agencies (hereinafter - DMF) in accordance with the development plan of the Centre.

3.2. To hold the seminars for DMF students:

- Examines the ads on public procurement of services to improve the skills which placed by public authorities, and in consultation with the head of the Center sends an application to participate in the public procurement specialist in public procurement;

- Composing newsletters (quotations) on ongoing seminars.

3.3. List of participants of the seminar on trainning government officials formed by the Customer in accordance with the terms of the Agreement.

3.4. DMF, if necessary, coordinates with the authorities the list and form, specified in the Contract documents confirming the fact of the seminar, the issuance of certificates, and handouts.

3.5. Educational programs are developed in accordance with the requirements of the Customer and the Agency for Civil Service Affairs (hereinafter - ACSA).

3.6. DMF coordinates educational programs with the ACSA in accordance with established procedure.

3.7. DMF making the schedule no later than 3 working days before the seminar.

3.8. DMF no later than 3-5 business days before the start of academic process, the information about the name of seminar, dates of tests, list of students with their e-mail addresses in an electronic form to assign a username and password should be published on Teaching Portal.

3.9. DMF in the first day of classes: - conducts surveys of listeners in electronic format in accordance with Annex 1 of this Regulation, provides handout to each student.

3.10. During the seminars conducted daily monitoring of attendance of students.

3.11. On the last day of training DMF, conducting surveys in accordance with Annex 2 to this Regulation.

3.12. According to the results of the analysis of questionnaires being taken, to address the comments received from the participants and the development of proposals for the improvement of procedures for the seminars.

3.13. DMF, if necessary, conducts surveys of teachers after the seminar, in accordance with Annex 3 of this Regulation, and informs the group on the first day of the seminar.

3.14. After training DMF gives to each student a certificate (under their own signature).

3.15. During seminars DMF creates a folder that includes participant form number 2, report, copies of the certificates, the original statements of students passing certain seminar.

4. The procedure for organizing seminars for financial services (accountants, auditors, internal control services), public institutions

4.1. Organizing and conducting seminars for financial services (accountants, auditors, internal control services), public institutions is made by the Department of Accounting of public institutions (hereinafter - DAPI) in accordance with the development plan of the Centre.

4.2. To hold the seminars for employees of financial services, government agencies DAPI:

- Composing newsletters (quotations) on ongoing seminars;

- Develop a schedule of seminars based on the application submitted by the customer;

- Doing explanatory work among government agencies regarding ongoing reform of the accounting and financial reporting, and suitable training.

4.3.Before the 16th of each month DAPI provides information on seminars, date and place of seminars in the Journal "Finance of Kazakhstan."

4.4. DAPI coordinates in established order in ACSA educational programs, designed to meet the requirements of the Customer and ACSA.

4.5. In the framework of the Agreement on cooperation the programs are coordinated with the professional accountancy organization “Union of Accountants and accounting organizations of Kazakhstan".

4.6. Notification of students about the exact location and time of the seminar is made by DAPI no later than 2 working days before the start of the training seminars.

4.7. DAPI on the first day of class:

- Gives a handout to each student;

- Compares actual number of participants at present with the list submitted by the Customer, and in the case of divergence, solve them;

- Conducts survey of participants according to Annex 1 of this Regulation.

4.8. DAPI daily checking attendance of students and maintain control over teacher’s execution of an Agreement for the faculty of education.

4.9. DAPI not later than 5 working days after the seminar, provides to OCO application and electronic version on the production of certificates.

4.10. On the last day of seminars conducted the final on-line testing of students and survey on the quality of the seminar, in accordance with Appendix 2 of this Regulation (profile number 2).

4.11. According to the results of the analysis of questionnaires being taken, to address the comments received from the participants and the development of proposals for the improvement of procedures for the seminars.

4.12. DAPI, if necessary, conducts surveys to teachers after the seminars, in accordance with Annex 3 of this Regulation, on which informs the group on the first day of the seminar.

4.13. DAPI after the seminar will issue a certificate of passing the final test, or about seminar audition (in the case of not passing the final test) after 100% payment for the services provided by the Centre.

4.14. Period of issuing (send by mail with return receipt) standard certificate may not exceed 30 calendar days from the date of receiving positive test result and payment for services rendered.

4.15. DAPI during seminars creates a folder that includes a schedule, questionnaire, application №1 and №2 (Appendices 1, 2), copies of the certificates, the original sheet of attendance and obtaining of handout, a copy of the report on the results of testing examination.

5. The order of organization and conduct of business training and other seminars.

5.1. Organization and conduct of business - training, international seminars and outgoing seminars on the territory of Kazakhstan and other seminars (hereinafter – the seminars) made by the Department of Corporate Development (hereinafter - the DCD) in accordance with the development plan of the Centre.

5.2. Attracting students to attend seminars is performed by DCD in accordance with the Plan - schedule based on the study of training needs of the education market, educational institutions, training programs.

5.3. Adjustable plan-schedule for one quarter is signed by the Director DCD.

5.4. To participate in the seminar Customer submits application to DCD in the set form.

5.5. List of teaching staff for the seminar, including a possible replacement, formed by DCD on the basis of an electronic database to the current date.

5.6. Announcement of students about the exact date and place of the seminar is made by DCD not later than two business days before the start of classes.

5.7. On the first day of the seminar DCD:

- conducts surveys of students in accordance with Annex 1 to this Regulation for the package of materials for the seminars;

- Provides handout to each student.

5.8. To determine the quality of the seminar DCD at the last lesson, students take final questionnaire in Annex 2 to this Regulation to identify the quality level of the seminars.

5.9. According to the results of the analysis of questionnaires being taken, to address the comments received from the participants and the development of proposals for the improvement of procedures for the seminars.

5.10. In the end of training DCD gives each student a certificate (under their own signature).

6. The organization and conduct of international and field seminars.

6.1. Organizing and conducting international seminars and other outgoing seminars abroad is made by the Department of External Relations (hereinafter - DER) in accordance with the development plan of the Centre.

6.2. Attracting students to attend seminars is made by DER in accordance with the Plan - schedule based on the study of training needs of the education market, educational institutions, training programs.

6.3. Plan-schedule for one quarter, half a year concerted with the concerned structural units of the Centre and shall be signed by the supervising Vice-President of the Center.

6.4. To participate in the seminar Customer submits an application to participate, according to the set form.

6.5. Before to the seminar DER carries out all arrangements for the seminar (registration required documents for traveling abroad, visa, air tickets booking, hotel booking abroad, excursions and more, according to the estimate and the Contract on the seminar).

6.6. On the first day of the seminar DER:

- Conducts surveys of students in accordance with Annex 1 to this Regulation for the package of materials for the seminar – provides handout to each student.

6.7. To determine the quality of the seminar DER at the last lesson students take final questionnaire according to the Annex 2 to this Regulation.

6.8. According to the results of the analysis of questionnaires being taken to address received from the participants of the seminar comments and develop proposals to improve the procedures for conducting seminars.

6.9. In the end of training DER gives each student a certificate (under their own signature).

7. The procedure for organizing and conducting training courses and training seminars in the branch office of the Centre in Almaty city.

7.1 The organization and conduct training seminars for employees of financial services (accountants, auditors, internal control services), public institutions and business seminars in the branch office of the Centre in Almaty city.

7.1.1. Organize and conduct training seminars for employees of financial services (accountants, auditors, internal control services), government agencies and commercial seminars is made by Teaching organizational management (hereinafter - TOM) branch of the Centre in Almaty (hereinafter - Branch) in accordance with the Plan Development of the Centre.

7.1.2. Group of training seminars for employees of financial services are formed on the basis of plan-schedule of the branch for the current month, concerted with DAPI.

7.1.3. Attracting students to attend commercial seminars is made by TOM, in accordance with the Plan - schedule, based on the study of training needs of the education market, educational institutions, training programs.

7.1.4. TOM provides to DAPI schedule planned for the next month of seminars not later than 5 working days before to the end of the reporting month. In December, TOM sends to DCD preliminary plan-schedule for the training of upcoming calendar year.

7.1.5. In order to participate in a commercial seminar Customer submits to TOM application in the set form. TOM on the basis of the confirmed applications enters into contracts for conducting seminar with the students.

7.1.6. TOM makes the schedule of the seminar not later than 3 working days before the start of seminar.

7.1.7. TOM coordinates with DAPI list of teachers who will be set for reading seminar. List of teaching stuff for conducting business seminars, taking to consideration possible replacement, formed by TOM on the basis of an electronic database of the Center for the current date. Contracts with teachers for conducting seminar signed with Director of the Branch office according to agreement for the calendar year.

7.1.8. Notification of students about the exact location and time of the seminar shall be performed not later than 2 business days before the start of the training seminar.

7.1.9. On the first day of class TOM:

- Conducts survey participants in Annex 1 to this Regulation for the formation of the personal file of each student in the database of automated information system "Certificate" and the electronic center;

- Provides hangout to each student.

7.1.10. During the seminar TOM daily monitoring attendance of students.

7.1.11. TOM the last day of seminar conducts final testing of students and questioning students in accordance with Annex 2 to this Regulation to determine the quality level of the seminar.

7.1.12. According to the results of the analysis of questionnaires TOM taken actions on received notes from the participants to improve the procedures for conducting seminars.

7.1.13. TOM not later than 5 working days after the end of the seminar provides to MSA official memo and an electronic version on the production of certificates.

7.1.14. TOM at the end of the seminar for employees of financial services issues a certificate of passing the final test, or a paper of audition seminar (in the case of failing the final test) after 100% payment for the services provided by the Centre. At the end of commercial seminar TOM gives to each student a certificate (under their own signature).

7.1.15. After the seminar, in the absence of claims to the teacher, TOM sign the act with the teacher of services rendered.

7.1.16. TOM not later than the 5th day of next month sends to the DAPI and DCD reports on implementation of the Work Plan.

7.2. The organization and conduct training seminars using new educational products in the branch office of the Centre in Almaty city.

7.2.1. Organize and conduct of seminars on discipline of certification and advanced training courses at a branch office in Almaty for professional accountants is managed by the department of training certification (hereinafter - DTC) branch under the Plan Development Center.

7.2.2. In December of current year, DTC sends preliminary plan- schedule of training for upcoming calendar year DTARS.

7.2.3. Groups are formed on the basis of the plan-schedule of the branch for the current quarter, concerted with DTARS.

7.2.4. During the seminar on certified disciplines teachers have to use lecture and hands-on materials provided by the Centre. For advanced training courses, teachers are using their own materials, concerting it with the DTC, in case of compliance with the program of seminars, approved by the Center together with the PAO "Union of Accountants and accounting organizations of Kazakhstan."

7.2.5. DTC provides to DTARS a schedule of planned seminars in advance for the next month after the reporting (not later than 10 working days).

7.2.6. DTC coordinates with DTARS the list of teachers who will be involved in reading the seminar.

7.2.7. During conduction of seminars outside of the branch, preparation of classrooms, delivery of handouts to the place provided by a leading expert of the branch.

7.2.8. Notification of students about the exact location and time of the seminar is made by DTC not later than two working days before the start of the training seminar.

7.2.9. On the first day of class DTC:

-Conducts surveys of listeners in accordance with Annex 1 to this Regulation for the formation of the personal file of each student in the database of automated information system "Certificate" and the electronic center;

- Provides the handout to each student.

7.2.10. During the seminar DTC daily monitoring attendance of students.

7.2.11. After group formation according to the disciplines of certification in the Electronic Certification Center, DTC provides students with logins and passwords for conducting it on testing simulator.

7.2.12. Upon completion of all phases of training students take final test of knowledge in the form of trial examination of the appropriate discipline certification.

7.2.13. At the conclusion of the trial exam teachers involved in seminars making an analysis of typical errors of students.

7.2.14. On the last day of training DTC conducts survey of students in accordance with Annex 2 to this Regulation to determine the quality level of the seminar. 7.2.15. DTARS issuing the certificates in the system of issuing certificates of Electronic center. After training DTC gives the certificate to each student (under their own signature).

7.2.16. DTC not later than the 5th day of the following month sends to DTARS the report on implementation of the Work Plan.

7.3 The organization and conduct training seminars on subjects of certification and further training courses at a branch office of the Centre in Almaty city.

7.3.1. Organizing and conducting training seminars on the new educational products DTC is made by branch office of the Centre in accordance with the Plan development of the Center.

7.3.2. Attracting students to attend seminars DTC is in accordance with the Plan - schedule, based on the study of training needs of the education market, educational institutions, training programs.

7.3.3. In December of current year, DTC sends preliminary plan- schedule of training for upcoming calendar year to DCD.

7.3.4. Adjustable plan- schedule for one quarter coordinates with the DCD.

7.3.5. To participate in the seminar Customer shall submit to the DTC application in the set form. DTC on the basis of received applications signs contracts for seminars training.

7.3.6. List of teaching staff for seminars, including possible replacement, is formed by DTC on the basis of the electronic center of the current date.

7.3.7. Notification of students about the exact date and place of the seminar is made by DTC not later than two business days before the start of classes.

7.3.8. On the first day of the seminar DTC:

- Conducts survey participants in Annex 1 to this Regulation for the formation of package materials for the seminar

- provides handout to each student.

7.3.9. To determine the quality of the seminar DTC at the last class conduct final questionnaire in Annex 2 to this Regulation to determine the quality level of the seminar.

7.3.10. According to the results of the analysis of questionnaires being taken to address the comments received from the participants and the development of proposals for the improvement of procedures for the seminars

7.3.11. Certificates will be issued by DTC in the issuance of certificates of Electronic center. In the end of the seminar DTC gives to each student a certificate (under their own signature).

7.3.12. DTC not later than the 5th day of next month sends to the DCD a report on implementation of the Work Plan.

8. The cooperation of structural units with Administration of support activities (ASA), Administration of Informational technologies and distance education (AIT), Department of methodology and teaching process (DMTP) and accountants on the questions regarding seminars organization.

8.1. In December of current year, structural units sends preliminary plan - schedule for the training in upcoming calendar year to the Department of the methodology and teaching process (hereinafter - DMTP).

8.2. DMTP organizes the development TMP on disciplines, listed in plan- schedule and sends them to conduct seminar in corresponding divisions.

8.3. Structural units not later than 10 working days, should notify management support activities (hereinafter - MSA) on the date of the seminar.

8.4. MSA not later than 3 working days before the seminar notify structural units about the place of the seminar.

8.5. Structural units not later than 10 working days before the seminar pass on to MSA application and specifying the amount of handouts. Handouts on the subject of the seminar formed by structural unit and passed on to the MSA for printing not later than 7 days before the seminar.

8.6. 2 working days before the seminar MSA passes the hangouts to the structural units to the appropriate amount of students in accordance with the submitted application.

8.7. When seminar conduct outside of the Centre MSA(Almaty, a leading expert of the branch), preparing the classrooms, deliver handouts to the place of seminar based on the application not later than 10 working days before the seminar.

8.8. Structural unit not later than 3-5 business days before the seminar provides information on the name of the seminar, the date and place of training in management of information technology and distance learning (hereafter- MIT) for publication on the website of the Centre.

8.9. MIT provides technical support when assigning numbers to certificates and maintains a single electronic register of certificates for training and exams. Control over the assigning numbers and certificates are made by the heads of structural units.

8.10. Monthly before the 5th structural units provides reconcile data of accounting and accounting departments (including the data of branch office) to Accounting department:

- Information on the seminars held during the previous month;

- Preliminary information for the current month according to Annex 4.

8.11. Payment invoice are written and issued to students by the coordinator of the seminar in every structural unit on the day of signing the contract by both parties.

8.12. Accounting daily on-demand of departments provides information on the amounts received for tuition.

8.13. Structural units not later than 2 days before to departure of seconded employee passes to the accounting a copy of signed order "About Business Trip" in order to transfer the founds.

8.14. Seconded employee should provide expenses report of his business trip not later than 5 working days after the trip.

8.15. 5 working days before the seminar, Departments have to provide information to the accounting department about the transfer payment for teachers that will be sent for seminars in the regions.

8.16. Structural units not later than 2 days before the end of the seminar provide Customers lists to the accounting, signed by the Head of Department responsible for the preparation of invoices and acts of the services rendered in accordance with Appendix 5. Accounting signs upon receiving the list on a copy of the structural unit with the date of receipt.

8.17. Not later than 3 days after the end of the seminar Accounting transfers to the structural unit acts of the services rendered and the invoice signed by the Chief Accountant.

8.18. After the seminar, in accordance with the terms of the Agreement, the Departments together with the accountant prepare all the necessary documents for the signing of the Acts of services rendered.

8.19. Changes to drawn and signed invoices made on the base of memos which stating the reason and props which should be changed.

8.20. For teacher’s payroll calculations for conducted training of structural units not later than 4 working days after completing the training passes to the accounting department the signed acts with teachers in accordance with the contracts concluded with them.

8.21. Accounting makes payment within the time set in the Contract on the basis of the received acts of service rendered.

9. Rules for the students on participation the seminars

9.1. Student participates in the seminar and receives educational services in accordance with the contract.

9.2. Student uses the handouts and doesn’t have the right to use this material for commercial purposes.

9.3. Student can contact teacher if he has questions regarding the course, and to the staff of the Center for organizational questions.

9.4. Student obliged to comply with the requirements of teachers training.

9.5. Student must be disciplined, show the correctness and courtesy to the teacher and other students, as well as to administration and staff of the Centre.

9.6. Student must systematically, thoroughly and comprehensively acquire theoretical knowledge and practical skills in the discipline being studied.

9.7. Student is required to attend classes, complete in a timely manner all kinds of learning activities.

9.8. Student must take care of the equipment, training facilities and other property.

9.9. Student is obliged to observe the norms of business and professional ethics.

9.10. If there is more than 10% absenteeism without good reason, the certificate of listening the training programs on relevant discipline will NOT be issued to the student.

10.Concluding regulations

10.1. In case of student’s obligations default for a good reason, based on his application and providing the supporting documents (medical certificate, letter or order from the work place, etc.), he may be given the opportunity to take the course with another group in a concerted with center time.

10.2. In case of loss or damage of certificate by the student, the Centre may provide a duplicate. To obtain a duplicate of certificate student must submit an application to the Director of the Center, and the receipt of payment for the cost of the duplicate.
